Montgomery County Public Health Emergency Grant (PHEG) Program

PURPOSE

The Montgomery County Public Health Emergency Grant program is designed to provide financial assistance to Montgomery County for-profit businesses (including sole proprietorships and independent contractors) and nonprofit organizations that have experienced significant financial loss caused directly or indirectly by a public health emergency. Local businesses may be eligible for grants of up to $75,000.

REVIEW ELIGIBILITY REQUIREMENTS

Is your business eligible for the PHEG program?

Are you a for-profit or non-profit entity that:

  • Is physically located only in the County; or
  • Has locations outside of the County, and the County-based location(s) account for more than 50 percent of the business’s total number of (full-time-equivalent) employees, or more than 50 percent of the business’s gross sales; and
  • Employs 100 or fewer full-time-equivalent employees (including sole proprietors and businesses with no employees); and
  • Has incurred financial losses caused directly or indirectly by the Covid-19 public health emergency.

Prepare required information and documentation

Is your business prepared to apply for the grant?

Gather two of these documents that have been signed or have proof of electronic signature before starting the application:

Tax Returns (or 990, or Financial Statements for religious organizations)
  • Tax Return 2019 (or 990, or Financial Statements for religious organizations) – if filed
  • Tax Return 2018 (or 990, or Financial Statements for religious organizations)
  • Tax Return 2017 (or 990, or Financial Statements for religious organizations)
Profit & Loss monthly statements if your business is less than 2 years old
  • Interim Profit & Loss monthly statements - 2020
  • Interim Profit & Loss monthly statements and any Tax Return the business filed with the IRS - 2019
  • 2019 Profit and Loss Statement
Schedule C from your Personal Tax Returns (for Sole Proprietors)
  • Schedule C from your Personal Tax Returns (for Sole Proprietors) 2019 if filed
  • Schedule C from your Personal Tax Returns (for Sole Proprietors) 2018
  • Schedule C from your Personal Tax Returns (for Sole Proprietors) 2017

AND these documents which are required to demonstrate financial loss due to the public health emergency:

  • Business Financial Documents:
    • Interim Monthly or Quarterly Financials for Calendar Year 2020, OR
    • Monthly or Quarterly Sales Tax Filings for Calendar Year 2020, OR
    • 2020 Bank Statements for businesses with fewer than 5 employees
  • Articles of Incorporation or Articles of Organization (not required for sole proprietors)
  • Invoice or Quote for Telework equipment or software for your employees, if requesting funds for this purpose

Is your business registered and in “Good Standing” with the State of Maryland?

(This is not required for sole proprietors or other types of businesses that are not required to register with the State of Maryland.)

  • Go to Maryland Business Express
  • In the "Business Quick Links" section, select "Business Entity Search".
  • Enter your business name and select "Search".
  • Your business will be listed if you are registered.
  • Select your business and check under the General Information tab to verify that your business is in Good Standing. It is not necessary to order a copy of your certificate of good standing.

Is your business prepared to execute a grant agreement?

Eligible businesses will enter into an agreement with Montgomery County that stipulates:

  • The County’s right to audit financial records of the grantee.
  • Reporting requirements.
  • The applicant’s obligation to return to the County any unused or improperly used funds and
  • That the grant recipient certifies, under penalty of perjury, that the grant application and all documentation and statements in support of eligibility for funds are true and correct, and that the applicant understands that they may be prosecuted for any false statements made as part of the application.

INSTRUCTIONS

How to submit your grant application

You must

  • Have all of the required information and documents when you fill out the application. You cannot save the application and come back to it.
  • Complete all required fields. If you are missing information or documents, you will not be able to submit the application.
  • Upload all required documents. If required documents are not attached, you will not be able to submit your application.
  • Submit your application online. Applications are only accepted online and will be processed as quickly as possible.
  • Provide either a copy of an invoice or a quote to be eligible for a grant to cover telework equipment and/or software expenses for your employees.
